Gillian Marcelle is an experienced international development specialist with more than twenty five years of experience gained in developed and developing country settings. She moved to the United States Virgin Islands in January 2015 to take up her role as the Executive Director of the UVI Research and Technology Park Program, an economic development agency, which focuses on attracting inward investment from technology and knowledge-­intensive firms. She also holds a dual appointment as a Professor in the Faculty of Business at the University of the Virgin Islands.

Uniquely, Dr Marcelle combines her academic interests and achievements with commercial experience and a track-­record in consulting, investment banking and leading project teams in large development agencies. She has also run her own economic development advisory practice with clients including national governments, multilateral bodies, cities, companies and non-governmental organisations e.g. World Bank/IFC, EU/ACP (CDE), UN DESA, UNIFEM, UNU-­INTECH, UNDP, UNCTAD, UNCSTD, ITU, UN-­Division for the Advancement of Women, IDRC, ABANTU for Development, Department of Trade and Industry (UK), the Republic of Angola, the Republic of Trinidad and Tobago, South African Department of Science and Technology, the Innovation Hub, the City of Johannesburg, Digital Links International and MTN. Her finance background includes equity and capital markets experience with JP Morgan Chase, mergers and acquisitions with BT plc and development finance with the International Finance Corporation (IFC), the private sector arm of the World Bank Group.

Gillian Marcelle trained as an economist at the University of the West Indies, Trinidad & Tobago and the Kiel Institute of World Economics, Germany; holds an MBA from George Washington University and earned her doctorate in Science and Technology Policy at the prestigious research centre SPRU, Sussex University (UK) recently rated among the top ten& global think tanks in science, technology and innovation research and practice.
